Definitely Carpenter in terms of consistency. A random Carpenter movie has the highest probability of being good.

Verhoeven has specific movies that would reach highest on my list, but there are only a few really, and most of it is simply uninteresting (I don't even like Flesh+Blood that much).

I like Leon a lot. Le Dernier Combat is somewhat charming but also kitsch and novel and atrocious soundtrack. Le Grand Bleu and Nikita are both pretty boring.

The last guy I had to look up. Those films are mostly unknown to me. The Warriors is fun but I don't love it. 48 Hrs is time-typical and forgettable, one of those movies that's like "*bored on a weekend evening* let's see if anything is on TV... 48Hrs? Yeah why not.", which isn't all bad.

Carpenter, Verhoven both rule, but Carpenter made The Thing, and that is one of my favorite movies of all time and I really love even his dumbest soundtracks (looking at you Lil Trouble!) Luc Besson is ok. Made some films I think are cool/fun. 5th element is a train wreck in the best sense. The only Walter Hill movie I have ever seen is Warriors. It's ok, but is a bit of a slog.
