I think some of his movies blow. He has made some interesting stuff, however:
I guess his most famous work is The Illusionist (1984). It's a very surreal movie, told mostly in mime (no dialogues).
De Vliegende Hollander (The Flying Dutchman) (1995) is a bit boring in my opinion, although it is thematically, narrativelly and visually interesting, showing an original use of cinematic language.
My favorite is probably No trains, no Planes (1999). The film narrates a day's life in an ordinary dutch cafe.The main character is leaving on an extended bicycle trip and spends the day saying goodbye to his friends.
