Both bands made hugely great albums early and then took into creative nose-dives of epic preportions. PiL possibly being worse, if only because I more familiar w/ it, tho those later Go4 records are fucking horrible(okay now that I think about I "like" some of that later PiL crap strictly as crap)
Go4 albums are still really great to this day, but I am going w/ PiL...Metal Box pretty much trumps both the horrible later work and the best work of Go4
plus Flowers of Romance and First Issue are great, underrated, etc, of course so is Solid Gold
I guess what it comes down to is PiL appeals to me on a greater level then Go4
so...PiL

chances are the PIL you heard "doesn't count"...for the a while i refused to believe it when i heard "their early stuff is good" dismissing it as the ol' cliché...but then i heard Metal Box and was sufficiently blown away beyond recognition...

Since P.I.L is one of my all-time favorite bands, this is pretty easy. Even when P.I.L. was bad they were good.

Gang of Four.
Solid Gold is a masterpiece.
PIL... nothing jumps out at me quite the same way GO4 did.

That is a damn tough question to answer.
PIL - the first four albums (ending with The Flowers of Romance, don't forget the live Paris in the Spring!) are absolutely brilliant.
GOF - They could do no wrong up to and including Solid Gold.
Dammit! I can't decide.

Based upon what you're saying, it's 4 good albums versus 2 good albums. This wouldn't be hard to decide if you're just going on how many good albums each band has.

This is harder than my BSc. Solid Gold and Metal Box are two of my all time favorites.
I'll go for PIL though on the basis that their good:bad album ratio is higher and they aren't charging £22.50 a ticket (thats $40 US folks !) for reunion gig at the worst venue in Leeds.
So much for the Marxism.

I didn't realize that quanity was the deciding factor.
The point I was trying to make was that during those periods, they were both awesome. Both also failed to consistently impress on later efforts.
I still cannot decide.
