Unless it's marked as a stereo cab, it's probably a parallel out so that you can run a second cab. If you do run a second cab, make sure the ohms match your head.

If the pots are scratchy, then get it setup. If the action is high, then get it setup. Remember when you ship it to pack it very well or you'll break the headstock. Definitely don't use a scouring pad anymore. The naptha should work fine. I used it on a Stingray bass that had duct tape on it and the finish was fine, just don't leave it on long and wipe clean when done.
