This one's tough. I'm temped to gush about the scariest and many other lists related to the horror genre, as it is my favorite category of movie.
I know I will forget many, but;
The Shining (Scared the shit out of me when I was 12)
The Blair Witch Project (The Woods at night-standard fear of mine)
Jaws (scared me when I was 7, and instilled terrible fear of any body of water)
Nightmare on Elm Street
The Serpent and the Rainbow (Both before Wes Craven began to suck)
Rosemary's Baby
The Exorcist (Still works well for me)
The Eyes Without a Face (Extremely Creepy)
Diabolique (Not the remake, but the original. More specifically, two moments in the movie that really killed me.)
The Ring (I avoided it forever, then I gave in, and it scared me well)
Altered States/The Devils/The Lair of the White Worm (3 Ken Russell movies where his hippy-ass acid flashback imagery overcame crappy dialogue, and got to me.) Also, noteably, all three movies have nuns being raped by Roman warriors with large satyr-like cocks.
Night of the Living Dead
28 Days Later (This had several great moments, but overall I wouldn't call it one of the scariest movies)
City Of the Dead -Gates of Hell(I thought it was great, which is heavily debateable, as I am well aware.) Some over the top gore as well.
Texas Chainsaw Massacre ( The original, of course. But, I did like the remake as well)
The Thing(John Carpenter's remake)
Halloween
Ok, this could go on, and I have forgotten many. I agree with many of the choices I have read, but in terms of scariest, that can be very personal.
