Excellent question! I think either is equally valid. The more thick-Chicago-accent way to say it would be "shi-KAH-go", but "shi-KAW-go" is certainly viable.
The hard ch beginning is annoying as fuck. Warner Saunders needs to get his stupid ass off the air ASAP.
Also, I am debating whether or not I like the straight "shi" idea to begin with. I hear it as a mix between "shi" and "shuh".

I just did a little experiment. Three people here are all born and raised in Chicago, including me. I asked each to say 'Chicago' 2 said it 'Chi-Kah-Go' and one said it 'Chi-Caw-go' so I'd say either is acceptable in any situation.
