what ranges and functions should i look for?
and how much should i look to spend?

What are you going to be using it for.

For 95% of guitar and amp repair, I use a $30 Radio shack meter. When I work at the studing repairing the recording gear, I use a $100 ish Fluke.

Really, it depends on usage.

Anything in the 50-100 buck range should work fine. If you can afford the $110 Fluke, go for it.

For amp work, something with a limit hold function is nice. FOr instance, when you turn your amp from standby to play, there is a voltage spike, then it settles down to a steady voltage. Having a hold, you can measure this spike and the display will hold the highest value.

I just took the plunge. Mostly I fix up my guitars, wiring pickups, etc., but I also test AC around the house or test things out in my amps. I consulted my brother and my dad who are both electrical engineers, and they said that for my purposes the best thing would be to just go into radio shack and buy the best one they have.

I did, it was like $70 (on sale from $90 I think) and I like it. I've had it about six months. It's handled everything I've thrown at it and it's "true RMS" so whenever I figure out what that means, I'll have that going for me.

Big hitter, the Lama.
