I know a few guys in the bay area who have built up parts drum kits. I can get you in touch with them if you're interested. Basically, they drilled holes in shells and attached pre-made hardware.
There's always the Crucible in Oakland, but they're more into metal forging compared to metal machining. Still, there may be some fans of your band over there
I'm sure the poodle-haired Sam Adato in SF would help... for a fee.
I used to play drums in bands, but I've not done it recently. I sold my kit a couple years ago (but kept my hardware and cymbals). I've often thought of building up a parts kit, slowly, to get exactly what I want and be in no hurry. That said, I'd probably be satisfied with a pretty basic kit, i don't have a lot of spare cash, and a good drumming opportunity has yet to come along that would make me want to give up my free time.
