Both have done great work, but lately have been enjoying the 'nashville skyline' album, mostly because it's so different from the rest of his stuff, and he's never sung like that since, it's just been 'blrrr ehhh wheee'
As far as love songs go, Dylan takes the cake, and 'nashville' proves that immeasurably
With both it's just a mood thing- certain days, I want to hear the croaky old parrot, and others I want to hear the nasal whiner

Plus Neil Young’s lyrics are fucking terrible. Almost all of the time. I can’t believe people under the age of say, 45, find anything of value, let alone a connection, in them.
Currently in my life – Bob means more. And depending on the day and the album I love his voice to bits.

i mean, i don't think fast times at ridgemont high is a BETTER movie than citizen kane. but if they're both playing on different screens in the same theater and i have to see one of them, i'm going to fast times.
