It's Dylan at his musical peak, absolutely. So Tom Hazelmeyer (Halo of Flies) recorded some new
music to accompany an art exhibit (http://www.apurgeofdissidents.com/). Then later added some vocals by Shannon Selberg and
David Yow to a couple of the songs. Also on that same page I came across some of his music under the name H.O.F. (Halo of Flies, maybe??) which I believe is all him. His music today is just as noisy as it ever was...
