I went to a meeting with the local housing authorities about two different sets of neighbours. The neighbours that were dumping rubbish in the hall got letters to the landlord and fines, which immediately stopped the problem. They also promised to serve ASBO's and threat of eviction on other downstairs neighbours, whose son attacked me in the hallway and smashed up my wife's car. In fact, I'd say they were itching to do it. I was also advised notify the police. Just logging the incident with them was massive relief for me, because it absolved me of baring the responsibilty for the actions of my neighbours and killed any further harassment.

The long and the short is take it to the appropriate authorities, they have effective systems in place to deal with problem neighbours. The more you log and document, the more confident you'll feel.


P.S Don't knock them down in the street, this just causes heartache for everyone, as I've discovered.

Sometimes that's not so easily detected at first glance. However, I understand what you mean. In my student years, I lived in transitional neighborhoods (or more accurately, on-the-cusp of gentrifying neighborhoods). Trouble was generally minimal because the number of long-term stakeholders to loathsome lowifes kept things in check. I think the worst problem I ever had was a neighbor who littered large numbers of whiskey bottles on the front lawn and worked on cars at 3 in the morning.

I meant there is usually nothing you can do to avoid crazy people. You're right, you always can't tell at first glance that they are crazy. Sometimes they even seem nice, but then you go and offend their dog and all hell breaks loose. It's really a no win situation. I've always had good neighbors, but I've seen enough to know that I have been lucky.

Simmo- try to make it difficult for them to cut your telephone wire. Make sure that there is nothing for them to stand on to reach the wire and maybe see if the landlord would plant a rose bush or some other thorny plant near where the wire is. Also, a flood light might do the trick.
I would have an overwhelming desire to stay up all night and catch the fuckers as to punch them in the nose. Fight this feeling. Nothing good can come from that.
