Um, that URL does not point to an image file, but to a server-side script that displays the image.
For PHPbb to display images, the URL must end in the suffix of a common Internet image filetype, like ".jpg", ".gif", ".png", etc.
I'd go to the page, right-click the image, select "View Image" and then copy/paste the URL that appears in the address bar when the image is displayed.
