As far as fairly inexpensive mics go, I've had pretty good results with Audio Technica 4033s on toms. The bleed from the other drums in the kit is usually is more pleasing than the off-axis bleed that I've gotten using dynamics.
I agree about using original 451s if you have the pads.
When I worked at Pachyderm, I often used a C12A / 414 combination with consistently good results.

I think I paid about $125 each maybe $140, and no I have not used them for overheads yet.

25Today it's an SM81 on the rack and a pair of 414 TLII (top & and bottom) on the floor.
At other studios it's been a range of things (Josephson e22, Neumann U87, AKG c451, Sony c37, Sennheiser 441, Beyer M88) , but usually some small condenser (or two) on rack toms and a pair of 414s (or similar) on the floor.
Also, the 421 has been my snare mic of choice for the majority of sessions over the past year or so.
