craigslist is definitely 80-20 but there are a lot of people looking to join and start bands so you're bound to find someone worthwhile. i did.
all you really need to do is get some of your recordings up on myspace and put a link to it in your craigslist post. if i'm searching I'll search craigslist for names of bands I like. if i'm posting i'll put a link to a myspace page with me playing styles i want to base a project on.

18go to the shows of local acts you like, chat them up, ask them if they have any recommendations of players. basically, make friends with people who make music you like.
