My vote is for Reverend Jim "Iggy" Ignatowski. Without that character, so many subsequent teevee characters wouldn't exist, or at least would have to have been patterned after someone else. Kramer on Seinfeld is kinda like Jim on speed instead of booze, downers, whatever. Barney on the Simpsons is basically a cross between Jim and a fat guy (at least the backstory element, with having started off as a really smart and clean-cut guy, then trying drugs-- or berrs for Barney-- and immediately becoming a complete wastoid.)
It's easy to say that the "60's burnout guy" is such a general and generic character that Jim actually wasn't important, that anybody could of done it and other folks did it, etc. But he was the guy on the really big teevee show playing that role, and nailing it, so I wanna give him credit where I think it's due.
Latka was excellent as well.
Also, Gomez+Morticia Addams, the pair of them. Top-notch.
