If your peanuts are shifting, leaving voids, you aren't using them correctly. Packing peanuts are designed to compress. The box should be OVER-packed (slightly overflowing), so when the box closes the peanuts compress against each other holding everything secure. Most people don't pack this way, but it is what the material is designed to do. When used correctly they work very well and nothing will move in side the box.

oh it's not me misusing them, since I never use them. it's half, maybe more than half of the people who use them when they ship me an amp or guitar.

when the shipper rips a 2" hole in the box, good luck getting those slightly-over-packed peanuts to stay in the box. i've probably only had that happen with shit shipped to me maybe 5 or 10 times though. which is about 5 or 10 times too many. the best was the tape machine. by the time it got here, the box was half empty and the tape hubs were cracked.

bubble wrap never falls out of a hole in the box, ever. end of story.
