People dress up occasionally but I don't think it's as prevalent as, say, a Trekkie convention or anything like that. I went to APE last year and there were a couple of the monsters from Kaiju Big Battel walking around and a handful of desperate-to-get-laid girls dressed up as Wonder Woman, etc. Other than that, it was mainly nerds of the general variety in their street clothes.

I wouldn't stay near the Farmer's Market for the aforementioned traffic reasons. I live near that Days Inn on Western/Hollywood and one of my friends had his folks stay there when they were out for a visit. He said it was OK, nothing special, but more local to the things you're trying to do.
Health is playing downtown at the Smell on the 28th, if you'll still be around then.
