Stick a broom/mop in a garbage bag and tie it so it's full of air (with none being able to escape). Place it at the top of bowel so there aren't any air holes (between the bag and the rim) and push.

If you can get hold of sodium hydroxide pellets, they'll shift pretty much any organic material down there. Try not to get too much on your skin, as it turns it to soap. Failing that, heavy duty drain cleaning pellets should do the trick. This should dissolve any accumulation of muck that's got in there.
