I'd say it has outlived it's usefulness, if it was ever useful in the first place. If anything, it actually helps the Cuban leadership solidify it's control over Cuba, since it gives everyone in Cuba a common enemy they can all rally against.
Judging by what happened in Eastern Europe after trade was re-established with the West, if the same thing happened between the US and Cuba, it would do a lot more to cause the Cuban government to change if trade was officially sanctioned, then it does now with the embargo.
