I don't think Jake is expecting that you will be there between 9 and 9:30. You already said 10. He is asking that you "at least" aim for 9:30 instead. He is not indicating the period from 9 to 9:30 or the period from 9:30 to 10. He is suggesting perhaps 9:25 to 9:35.To put it another way, "at least 9:30" doesn't mean to set one end of your time window to 9:30. It means you should "at least" consider setting the middle of your time window to 9:30.What you should do is you should aim to get there at 9:30.
