I am not sure the issues you are describing cutting in and out would come from the switch. You can replace the switch the momentary switch DOD used it is still available. If you are looking for a try bypass type of thing that is a bit more complicated as you have to rewire the pedal to be always on if you use the traditional stomp switch. Because it may be something like a solder joint going bad. Two decades is probably more than DOD thought someone would be using these when they built them. They sell for around $100 so you might be better off buying a used working dollar wise than the cost of repair. But although your description of you issue is not too clear if you can use a soldering iron I would open it up and jiggle the circuit connections with a chop sick or coffee stick and see if there is a bad connection causing the issue check if any of the knobs came loose at some point and twisted putting stress on the wired connections and reflow solder the where necessary.

I should have been more clear, I don't think the footswitch is the issue. However given that other forumites have had their pedals repaired and that my pedal was working a few weeks ago, I thought someone might know of a competent tech who could at least take a look at it for me. I have seen at different times a lot of folks who seem to have the switch replaced on pictures on the forum. So the info is out there somewhere.I think you might get the eyes of more people if you changed the title to something like; "Who can put a better switch in my DOD delay?"Just a suggestion as it is more clear as to your goal.
