I think it depends on whether you're going for a deep-fried, so-called "popper" or a chile relleno. The mention of cream cheese sounds more like poppers though. Chiles rellenos seem to be done a lot of different ways, and it's not my white ass's place to say whether that's regional variations, family tradition or what. I don't think I've ever had a bad one, though.
