This came out this year. So why does it feel like I heard it 20 years ago?

Looking through the comments and oooh yeah there is another song called Cry for You, released in 2006 by Petra Marklund aka September. That's where the hook comes from. I liked hearing it in the Charli XCX song, but not in this song. The former has a good beat and the latter is typical euro nonense. Even made me like the cheesy dun-dun dun-dun part. It just works. Their voices are better too.
