Bands who like Discharge tend to be better than bands that like Cock Sparrer, but I’d rather listen to Cock Sparrer than Discharge most days. Crass are more interesting than good.

Cock Sparrer also predate the Sex Pistols and The Clash, although their success didn’t. Crass I think were around in some form before the “first wave” too. Second wave would really be like, Angelic Upstarts, UK Subs, Abrasive Wheels, Blitz, Chaos UK, Amebix… mostly with influence from some of the listed bands.

Seconding the Rudimentary Peni suggestion.

They were created after seeing the Clash, but you're probably thinking of the Dial House commune they came from which started in the late 60s (?). The band members were doing various things pre-punk (e.g. EXIT), but Crass itself is definitely post-first wave.
