Well I guess these two responses show that we all see things differently.

@enframed: they fell because the pedals have those clips over the top of your foot and they couldn't get their foot out quick enough when the rider in front came to a halt. Totally their own fault and I would further say a danger to themselves and others and totally should not be allowed on the roads.

That’s wrong. It takes a fraction of a second to disengage from a cleat, and if you’re in a panic - and I have been a couple of times - plain wrenching the shoe out works fast.

I’m disheartened that this thread has become the Daily Mail’s guide to cyclists.

The rider was a little clumsy, perhaps, but that car was maybe less than an open door width of those riders, who seemed to be taking it gently. They were riding single-file, the weather looked crappy, and the rider who fell might have been unsighted and startled. That’s a single-track country lane, and if you’re heading in the opposite direction to anyone - cyclist, pedestrians, another vehicle, you should slow down and give more space that that driver did.

£1000 is harsh.

Yeah I mean it's not like there's a license requirement. So most probably know nothing beyond stop at red lights and drive on the right side of the road.
While true that there is no license requirement for bicycle riding specifically, I bet that person knows how to drive and has passed a written and driving test.

AFAIK, the rules of the road are the rules of the road, the exception being that automobiles are to yield to cyclists and pedestrians, which, I personally think is a dumb rule. If we want to reduce greenhouse gases and save the planet everything else should yield to automobiles. There'd be far less idling.

True but in the US anyways NOBODY learns the rules. They will wear full body armor before they ride safely or use hand signals. And the cops don’t bother. In Denmark, where cycling is very popular it is not at all uncommon to see cops handing out tickets to cyclists for failing to use lights, signalling, etc…it can get a bit tyrannical at times, because bike commuters expect even kids to be in compliance at all times.
