Biden tasked Harris with addressing the root causes that drive migration to the United States. He did not task her with controlling who and how many people enter the southern U.S. border. That’s the Homeland Security secretary’s responsibility.


Harris was never asked to be the “border czar” and she was never specifically given the responsibility for security on the border. Harris was also not empowered to set U.S. immigration policy — only the president can sign executive orders and Harris was not empowered as Biden’s proxy in negotiations with Congress on immigration law.

Which had nothing to do with the border, or border policy. The job was to liaise with leaders in South America to attempt to come up with ways to stop people heading towards the border in the first place.
