This doesn't happen regularly. As an unofficial ambassador to Chicago, I would state that this is a top 5 city to live in in the world. As a Chicagoan, this is a safe fucking city. As a person, you must be fucking kidding.
Honestly, if you take this as a true measure of the city, you probably
shouldn't move here.
Chicago is the most forgiving city. Truly. You can be a part-time shit-job worker and still rent a huge apartment and eat well. For anyone who has fear about living in a city, Chicago is by far not scary and dangerous. Don't make the same "note to self", that is just your parents talking.

broken window story=
i wa son the bus heading into town one evening and for a change (my mum is paranoid about bad things happening) i decided to sit downstairs at the back on the right hand side.
journey is normal until at one stop, a couple of young girls get on, one of them with a pushchair. a guy gets on with them then jumps off again. next thing i know, a brick comes flying through the window next to the back seat next to me. glass everywhere. i had some kind of delayed reaction or something. i don't know. i just slowly lowered my book, looked around at the glass and the other passengers who were just looking over with glazed, disinterest.
it was only then that i realised the bus was moving. i just sat there, feeling a bit queezy from the shock wondering WHAT THE FUCK?! everytime the bus let someone on, they would head up to where i was and i'd say "be careful, there's glass there" and they'd shrug and turn back and sit somewhere else...
when we eventually reached my stop near the decidedly dodgy markets area of town i went to the driver and asked him why he didn't stop. his response? he hadn't noticed...
now, i'm sorry but if you were one of the other passengers and this happened would you not mention it to the driver? would you not see that the passenger was okay? what the fuck is wrong with this place?!
aaaaaaaaarrrrrrghhhhhhhhhhhhhhhhhh-uh.

I feel like a veteran when it comes to getting my windows on my car replaced. I've had to do it, what, 4 times now?
I've always gone to Pilsen Auto Glass up on Western near Irving.
Here's a map.
Sorry to hear about this incident, although when I was planning on moving here, and I was looking for apartments, I was driving around the city and I saw the same thing happen to someone else off of Ashland and North. This one was a cinder block thrown through the back window. Scared the shit out of me when I saw it. I thought it was like that everywhere in this city. Instead, while it could happen anywhere, it's not going to happen that often.

No way. Once you were as far north as 290, why would you ever get on it, go downtown and then back up LSD? And then what? Get off at Belmont and go all the way west again to Elston, as if that wouldn't be pure misery?
I would do this: Archer to Kedzie, Kedzie until you get to Roosevelt ( right past Douglas Park ), quick right, north on Sacramento Blvd, and then stay on that until Elston. Worth a try.

i agree with russ' suggestion. these guys are fuckign fast and cheap. ask if they have a used window. usually .75 of the price of new.
same crazy window smashing can happen anywhere.

Pilsen Auto Glass is where a few of my mates have gone with good results. So I will third that recommendation.
I think you did the right thing by staying in your car and moving on.
It is just not worth it for a bit of window to step out a find:
a) He is on some kind of drug.
b) He is testing for admission to one of the finer gangs in the area.
I am not sure which is worse, but option b will have others join in if you get out.
And be glad you were at a loss for words as this may have exacerbated the situation...I have seen worse done to others for less.
