14Trevor Sadler at Mastermind in Milwaukee offers quite reasonable rates for small projects. He's got a nice comfy space, top notch equipment, and you can sit in on the session. He's a super nice guy to boot (and on this board if you want to ask him any questions).

Yeah, what the monkey said...
Hey, weren't you in a Frogs video?

15I recently sent a 14 song record to be mastered at Sterling in NYC, the best mastering I have ever heard. If you go to Sterling Afterhours you can get a full length done for just over $1000 ITS WORTH IT! These guys are amazing. I have gone to Colossal in Chicago multiple times with bad results, that guy fears low end or something. John Golden's masters are always nice and smooth, but are not loud if you are looking for something like that. West West side with Alan Douches will smash the hell out of your mix watch that.
you can roll a Turd in Glitter....but it is still a turd

19Did you ever think about giving Bob Katz a try? Your budget sounds reasonable, and within the average for a full length. I don't know ethically if I should be posting about this, so if you are interested, PM me and I can help you out!

20Monkey and Redline.. thank you for the kind words. Much appreciated!
Regarding Alan Douches, there is an interesting thread about him here.
Regardless of who you master your project with, communication is the key (just as in any other studio operation). Hopefully you can find someone who will listen to what you are going for. There's a million different ways to master a record....
best,
