Cool underground bands groom their young girl fans too, which sucks and is shitty but is maybe not the same cultural phenomenon as groupies.

You hear of athletes and Bieber type pop stars having their assistants check IDs, confiscate phones/cameras and require NDAs to be signed before fans get any one on one time with the celebrity in question. I’m not sure if that’s the same thing as the 70s groupies either, though.

Groupies themselves I can’t vote on because it’s so far removed from my experience. Fucking children is crap whether the child aggressively pursues you or not, though.

I think it's the ethical part that's up for debate.

I definitely don't think going into an audience of young fans, as Blur's tour manager did in 1994, and singling out attractive girls to receive backstage passes was in any way ethical. Recruiting groupies is crap. I'm not sure how old I was before I could differentiate what I wanted from what I felt was expected of me, but I promise you it didn't magically happen at 18. Had I been backstage at the invite of my favorite rockstars I would not have known how to conduct myself and would have looked to them for guidance. This just makes me wonder if the power dynamic isn't hopelessly fucked.

The ethics of that are certainly up for debate, yes. Taking advantage of young and dumb/immature/starstruck/whatever is crap, certainly. I know I remember reading/hearing back in the day that Lydia Lunch and Siouxsie did exactly that as well. I can say that as a young man I would have welcomed such advances from either. Had I been backstage I would not have been looking for guidance, but experience.

No it doesn't happen at 18, and these days it's being said that for boys it doesn't happen until 25.

Many may have had agency. Only they know, with 20/20 hindsight, whether they did or not.
I'm only going off what I read, in which case the agency was entirely with whomever was searching for attractive girls, and handing out the passes. Given that it was his shout who was attractive enough...not sure there's any female agency there. His taste and aesthetics, although granted those could be swayed by him getting some too.
