I don't think that really means anything, as I don't think it always lists everyone who is browsing at the time. Plus, if you switch forums, like going from GD to C/NC, you are taken off the browser list for the original forum, but are not added immediately to the other forum browser list.

The real telling point would be if they have the same IP address. That would be proof.

On another forum I go on, I was able to figure out a particular troll by the spelling errors in common between the various personas. Which then was confirmed by the IP address.
