I doubt they would have been able to afford flood insurance even if it was available. If you live in a flood plain I think the rates for insurance are pretty high. So, a lot of people living in flood plains go without flood insurance.
Part of the reason for this is to discourage people from building in flood plains in the first place. If you live in such places, you should expect the water to be lapping at your windows someday.
They are saying that once the breach is fixed, Lake Delton will take about 60 days to refill, depending on the amount of rain.
