I took my laptop apart all the way down to a pile of parts and replaced the LCD and put it back together. It took 4 hours and was hard but I saved having to buy another one ($750 to $1500). It seems to me a keyboard would be way easier to replace.
I suspect your a better tech then I. Fix that bitch Steve. You can do it!

Compressed air. Had a similar problem on a Dell. You may need to snap out the key pad thing to spray underneath, but a dust build up may be causing it. Very sensitive.
If that doesn't work, I have no idea.

The keys I've popped off have all been pretty undirtable. Meaning, the actual button is sealed inside a rubber collar/hood kinda thing, so there's no way for anything to get inside to the switch to cause problems. However, if something solid gets stuck inbetween the key and the switch, then you can have problems with ghost keypresses.

Laptop keyboards are typically a pretty simple repair, assuming you have some small screwdrivers handy.
Step 1) Search Ebay for "Compaq Presario MODEL#HERE keyboard" and see what they are going for via Buy It Now.
Step 2) Hit up hp.com's site for a manual for replacing the keyboard. Most are a few screws and removing that upper layer of plastic above the keyboard. Typically takes about 10 minutes...
Or Step 1+2) Post the full model # of the keyboard (presario with all the numbers after it) and we'll hunt down the requisite links.

Anyway, that problem is repairable. If you really wanted to buy a new laptop, I would recommend Toshiba.
Oh yeah, I haven't heard one good thing about windows vista. That is not good, another reason to fix it!

Or Google "replace keyboard" and the model number of your laptop and I'm sure you'll find some decent instructions, maybe even ones with helpful photographs.
You can find lots of keyboards (and many other laptop replacement parts, like optical drives and screens) on eBay for fairly cheap. Keyboard assemblies are cheap enough that it's probably not even worth it to try and fix the keyboard yourself. Just replace it.
When opening the machine, remember to put the screws into a tray and keep 'em all organized according to where on the case/chassis they came out of. There are always a lot of tiny, slightly different screws, and remembering where they all belong is the single biggest challenge when disassembling/reassembling a lappy. That, and and also making sure to take note of any ribbon cables you should happen to disconnect along the way.
