The reality of the modern world is that you have three options:

1. You have nuclear weapons
2. You are in a mutual defense pact with someone who has nuclear weapons
3. You are subject to the whims of someone who has nuclear weapons

If your reality is option 3, you need to clandestinely work your way into options 1 or 2 before your most likely harasser has time to do anything about it, while accepting that option 2 means being subject to the whims of whoever has the goods. Option 1 is the only real way to protect any concept of national sovereignty; option 2 does preserve a pretty good illusion of it, though.
