Don't remember anything being posted, but I thought of Asakawa Maki. Probably not the one because the songs generally aren't as minimalist as what you describe. Good music though!

np: fra-foa - Mahiru no Himitsu
Just found out that Steve recorded this track plus two more on the same album. I was introduced to this band during my hardcore japanophile phase, long before I knew about anything Electrical Audio-related. This song is great but their material didn't carry across an album.

Vague memory the album cover was black and white and artist was pictured off to one side w long-ish hair - a classic Carol King kinda cover
