It is not a sculpture. Part of a series of very cool playground activities along that stretch of river. Like this set of fixed pogo sticks:
To be fair, the prevalence of graffiti throughout Berlin is such that any urban piece of kit has to take into account graffiti; or expect it. Indeed, the architect of the Holocaust Memorial originally wanted the graffiti left alone on the piece. Perhaps wisely, this was vetoed on the grounds of likely neo-Nazi activity, and it is now painted with anti-vandal paint.
I'm not such a fan of tags, but they are a part of the surrounding environment. I prefer them to this sort of muck:
