I don't doubt it. It's both. He seems to be playing ambiguity because he knows most media and people will roll with it. That 'nazi salute' was done and said in a specific way to make 'centrists' and people that don't pay a lot of attention have doubts, while at the same time the people it was intended for are all creaming their pants that he just did it on a national stage unapologetically.

Honestly, the better strategy would be to vote for and convince other people to vote for, a third party like greens or something. The major problem with that strategy is that they will never get the exposure because all the media is owned by people that favour the already compromised two party system and the current system runs the concept of cheering your personal favourite neoliberal precisely because it engenders fear of the other side winning exactly for the reason of preventing third parties becoming viable.

Are you seeing that a different strategy needs to be taken on board yet?

We own the labor. There are more of us than them. We need massive work stoppages. Flash worker's protests. Support front line workers with ground roots action and donations. We can force the DNC to represent us because we can halt the economy. If the DNC doesn't jump in and start representing us, a worker's party will fill the vacuum. We can make it impossible to have a meal in their favorite restaurants. Piss in their golfbags. Complete hospitality industry stoppage. We can party in their neighborhoods at night in masses so large police couldn't hope to disburse us. We can deny them pleasure, and sleep and the feeling of superiority. We can make life miserable for them. Fucking god-awful, hide-in-your-safe-room miserable.

When a billionaire shows their face anywhere, they need to hear and see our disgust. We should point them out to our friends so that they can join us in our contempt of them. Not a minute of rest for these filthy fucks.

'Rich people' have generally given up their claim to be human, imo. We need to stop being impressed with mega-wealth and be revolted by it. They dehumanize us for who we are. We should demonize them for what they aren't. In many instances, they should be tried for their crimes. In many instances corporate board members are responsible for innumerable deaths.

This is definitely the Alinsky Method. I read Rules for Radicals years ago but the big takeaway is similar to the above. There’s nothing the establishment fear more that mass mobilisation of Normies that can’t be dismissed a blue haired furries or black block vandalism.

In his day for Alinsky it was “cut your hair, shave your beard and put on a tie” then go out and be incredibly visible, all the time.

Musk and Zuckerberg et al should be loudly booed every time they set foot in public.

When individual expression is the message, the establishment can easily dismiss you. When it’s a giant blob of pissed off citizens that you couldn't differentiate from people on their way to work the panic sets in.

Violence can be dismissed, consistent, mass action can win the war of attrition.
