Are you zoned residential, or mixed? In Seattle, 85 db is the legal limit from 10PM to 7AM in residential zones. In mixed zones, all bets are off. We tried to file a noise complaint when a new nightclub flew it's entire sound system from the bottom of our apartment's floor, and the cops tend to pretty much ignore it. You can start a class action suit, though...but I digress.
Bad neighbors are always bad news. Infrasound is fun, but it will fuck with you, too, and it's expensive/difficult to set up. You know what will work? Get some horns that go up to 24KHZ or so (cheap ones are out there), and use a tone generator (30 bucks or so, used) and cheap amp...low watts will do. Aim them at 'em...ultrahigh frequencies are really unpleasant. Ever play with one of those electronic dog 'whistles'? Ouch. If you go military with one of these setups, you can crack teeth.
Pump it through the vents. High frequencies are much more directional than low ones. Or hang them outside aimed at the porch...etc.

Actually, my vote is for 'Ultrasound' (over 20K). Cheap, easy, painful.

I'll make sure to snipe that at the last minute on the 'bay tomorrow. The cool thing is that it has settings for 20hz and 20K, so I can try out infra- and ultra-. I already own a sub, so I might try out the infrasound first.
Did anyone catch the SNL rerun with Jack Black tonight? The "Two A-Holes Buying A Christmas Tree" sketch. Those are my neighbors. Except angrier.
EDIT: What happens when you combine infra- and ultrasound? My buddy might have a second tone generator that has a sweep between 20-30hz. I might have that go through the sub while I have the Lil' Hummer blasting 20K through some cheap horns.

Not to be rational about this whole thing, but it's obviously boiled over. Your neighbours are acutely oversensitive to your every move/noise and you are acutely oversensitive to their every move/noise.

I gotta reinterate here...both types of signal have to be LOUD to be effective. Loud low frequencies are omni-directional...they mostly go in every direction. And through walls and such. You will make yourself miserable trying to bug the neighbors with low frequencies...or you will just create some low thrumming attributable to traffic noise.
It is much easier to get high frequencies loud. It is also cheaper, and much more directional. Heavy curtains can subdue the effect and save your kid's teeth. Your pets will be very nervous.
My grandparents had this refrigerator-sized TV. When they would turn it on, the cats would run, and I would have to go outside...while they calmly watched Jeapordy. That thing screamed like a Stukka...
