Eclipse is pretty popular. I've used it - and IBM's commercial WebSphere Java IDE is based off of Eclipse. There are also plugin editors for different languages - PHP / Ruby / etc.
It's a pretty decent free editor. Java has a free IDE called NetBeans as well. There are plenty of books on Eclipse as well.

It's very, very popular. It came packaged with a server product we use as it's IDE. Extremely extensible.

I sat in a SQL Server 6.5 admin class for a week once. I got really, really bored. We all basically had each other's local administrator password. While people would go out for bio break or lunch, I would turn off shit like the keyboard, mouse, or video driver remotely using computer/device manager.

I think it is because many websites and applications suck and are hard to use/navigate. Good UX design build heuristics into application and web design, and that sells a company website as much as the content or design.
How does one move from being a "web developer" into this field? Any skills in particular?

Another +1, although as my workplace is getting heavily into a Ajax/Spring/Hibernate regime of late I've recently upgraded to the sassier MyEclipse which is brilliant.
I used to find NetBeans useful when we still used applets, especially when I had a nightmare of a form to lay out, the GUI editor was super handy in that respect.

I'm sure there are many ways to do it but it seems as though a major thing they want to see is usability engineering coursework. here's the program at my school. Although, I'm not doing this program, in order to be more generally adept i'm doing the traditional compsci core and then select hci courses. If you already have a good background I think taking a few courses in usability and prototype evaluation would do the trick.

I'm not a C# fan (but it's in the cards for me too someday).
And I know you didn't ask for a good AJAX book but this one is really good.
