I'll second African Scream Contest and Nigeria Disco Funk Special. Both outstanding.

Another good comp I picked up is "People Take Warning," a collection of disaster songs\murder ballads from 1912 to the 40's.

I think it was from 2007, but Bob Frank and Jon Murry's "A World Without End" is one of the creepiest records I've heard in a while.
