Whatever change you want to bring in, it has to be done with tact, and care. See what happens if free health-care or anything else drastic gets implemented in too short of a time, you'll have chaos.

Is government legitimate?

Government is nothing more than the organization of people in a society, made legitimate by most citizens accepting it as valid. I'm tired of people talking about "the government" like it's some inhuman force when instead, it's nothing but an idea. I definitely think organization and structure can be very useful for people's survival but the difference between government and general social organization is that social organization is usually based on participation and choice (you are choosing to be a part of this group, and if you don't go along with it, then you don't have to participate) while government is based on force and lack of control for most people. I think there have been plenty of governments and people involved with government that have used their illegitimate place for great change and improvement, but as long as central governments still have the power to sway millions of people to do things they never would normally, we will have to deal with genocide and atrocities. Someone may use their position for nothing but good but once they get out, the same position will be used by different people for their own goals.
Having said that, I think that authority in all of it's forms has had enough of an impact over the last few hundred years that if all governments were to suddenly disappear, it would change injustice. It could easily become more brutal and overt than it's been before, since most people are not ready. What I think matters is making sure that everyone is able to make their own decisions and conscious of how to survive. Once authority systems are discredited, they will fall apart.
