Just make the dude turn the heat up, what's the problem? He just says no? It's a law. Tell him you don't wanna call the city but if he doesn't at least get it up to where it should be legally you will have to. As long as you go at him calmly and matter of factly with it and don't back down at all he'll do it, give him no room to do anything else.
Just print the law out and go to him and say 'I was looking some things up and came across this' and show it to him.

I don't know, anything from nothing to a bunch of tickets I guess.

space heaters help a lot with tiny bedrooms, but for the large open spaces they won't do much.

look for drafts around doors and windows and do what you can. i have a friend who tapes thick plastic around the perimeters of his large living room windows. he says that helps quite a bit, but i haven't taken it that far with my current drafty place.

but yeah, be firm with him and get him to turn up the damn heat. that text i posted above is straight out of a standard Chicago lease.

anyhoo....speaking of apartments, anyone got a hot lead on a decent apartment in Chicago under 800 bucks with a move in date of May 1st?

Not too picky as far as neighborhoods, just not Lincoln Park.

I'm not sure if it's taken already but there was a 2br in my new building for 800. It's in avondale. If it is still available they'll want someone to move long before may though i'm sure.
