"Gary" isn't ringing a bell, but if pressed I'd likely think he has a traditionally Jewish surname. This is killing me. He'd like scrunch-up his shoulders and I *think* put his hand to his mouth while delivering the punch line. The oral sex joke totally sounds like a bit he'd perform.

I thought of Garry Shandling, because his face seems to be stuck in a perpetual wince, but the rest doesn't seem to match.

Nah...he acts super insecure. Shrinking violet. And he has a weird way of speaking. His voice rises as he's wincing.

Now that I think about it it appears creepy/pervy but his material doesn't outwardly reflect that.

This is a (possibly Canadian) guy who had a bit about the Canadian prime minister almost getting assassinated in his house when really some nice guy just walked in the front door and said hi?
Had a haircut like the guy in the quoted video?
