What's your idea of Punk Rock? a band that can't keep their instruments in tune or play in time? I guess if the band can actually play their instruments not punk rock some how? Gimme a break.. They are a good band that has something to say. They want a good sounding album. They believe in busting their ass to get their music out there. Pre-production involved mostly me sitting in on their practice sessions to listen to them and getting them a click to practice to. Well, if you really want to know: My "idea" of punk rock is that it takes all kinds.
Mostly a band that "can't keep their instruments in tune or play in time", as you say, would suck; however, you did not take into account that most punk rock of bands, Flipper, who most often were out of tune and time and were still better than most any punk band anyone would care to name. "I guess if the band can actually play their instruments not punk rock some how?" No. Black Flag could play their instruments and they are punk rock. What does this have to do with anything, anyway? Why bring that shit up?
The issue is click-tracks. I believe that click-tracks make a band performance more stilted and saps band chemistry by forcing all the musicians to play along with rigid time and not each other. Time can and does fluctuate - slightly. Most times it does not, and should not, matter. It's almost always a better performance if you're playing along with a drummer, not a metronome.
