He still won't be too drunk to act instantly when Rita is done in Texas.
Even if the damage is significantly less than what Katrina did, I am almost sure he will try to get more funding for Texas.

Since when did The National Enquirer tone it down? I remember when it was all aliens and chupacabra. This article was 100% chupacabra-free.
