I'm trying to design a new website for a comedy group. I'm not a web designer: I know basic HTML and have used Frontpage. We want to create a mock-cnn.com type news page, with a blog where about 25 writers are able to post. Could anyone here recomend a no/low cost tool for building such a site?

I recommend either Adobe Illustrator or Macromedia's Fireworks to create your graphics. They can be had for little to nothing if you are not about pirating software. I'm not familiar with any freeware that is as good.

I agree with the Wordpress suggestion. There are many decent templates available: http://codex.wordpress.org/Using_Themes#Get_New_Themes

As far as mocking the CNN site; one thing you can do is use their CSS code.
