Anyone else not had a Chuck Collin s perc arrive?

So way back about 5 months ago I ordered one of his percs. He said it might take three weeks to get the parts but if that was ok then he'd do it. Why not, I thought. So eventually he said he'd sent it. Except it never came.
After a month I asked about it, and he assured me it was just delayed in shipping due to a busy time/strikes. Fair enough. Two months since he sent it passed, and I asked again, this time querying his policy on lost items. He refused to believe it was missing and said wait. We entered into the third month and same story. Only now after four months will he accept it's been lost or stolen.

He's got a shipping number but actually told me that it's my responsibility to contact my postal authority and initiate a search. When I contacted them they told me the exact opposite.

Thing is, now he's saying he'll send another, but only if i pay for express shipping, insurance and all parts. That's $85, in total on a perc that I've already put $195 dollars into. I've asked for a refund but I'm doubting I'll get one. I'm damn sure I can't now use that paypal cover either as it's been so long, but yeah.

Advice?

If the percolator doesn't arrive it was lost in the mail or stolen. The season has been holding up my shit too. I shipped 4 Atari 400 cart to Texas seven weeks ago and they just got delivered yesterday. Yup - first fucking class mail.

USPS service has been really sketchy because of the massive cutbacks and layoffs.

Probably 99.9% not Chuck's fault.

If you bought from PayPal you are protected up to 90 day, that is unless you place a dispute. Then you have to keep on top of the dispute of it will close and you won't be protected.
