I do knot know how they do in the Russia, but in mother Branson, law says LASER must be 6 feet above eye level or something like that. Or at least it did a few years ago, and I'm pretty sure that extends farther than Branson, MO. Guess now we know why.

Anybody who gazes directly into a laser is an idiot. In this day, I believe it's general knowledge that concentrated beams of single-wavelength light are gonna fry your eyes. What a bunch of r-tards.

Likewise, any asshole who deliberately directs lasers in the direction of peoples' eyes ought to be arrested for willfully endangering the public, or some form of criminal negligence. Whomever set up that light system ought to be arrested and charged, and also held liable for the damages.
