Certainly possible. Shorter-term, this could build just enough evidence to give courts plausible deniability in saying that Tren de Aragua is a genuine emergency that should grant the executive branch unusual latitude & power. Since it seems some are not playing along with the fiction.

i don't know about "invading." nobody ever doubted there was a drug problem before. this type of unilateral escalation does not appear designed to build international sympathy.

it seems this is more about sending a message to the drug runners and pirates all over the [east] pacific [and caribbean], not just venezuela. now they know death is an option. force the cartel leaders to do their job recruiting on linkedin.
