I would say that you might be able to get around a bit without a car. They do have a mass transit system in LA. It is not what people in New York, Boston or Chicago call mass transit. The bus lines go some places if you are staying on one of the main drags on their routes you could use them to get around. They stop running early and the subway is cool but not extensive enough yet, if you are on the line you can get around to a lot of the downtown tourist spots. I did this one time I was there on a conference and was not planing on doing much other than the conference. It was fine but it would have sucked if I was on vacation they had buses to transport us about. Not recomeneded.
The blocks can be very long there and sometimes there may be sidewalks or not. There do not seem to be people walking around much if you do walk there seem to be a lot of panhandlers who seem threatining as there is no one else walking around. If you do this check the location of your hotel to the express and local bus or the subway and make sure that it is nearby.
You can get cabs or supershuttle type service to the airport and to the hotel.
I would say that it is very difficult to get around at will or get to the things you want to get to. Things that look close on a map are some distance apart. A car will give you the freedom to get from place to place. If you have friends you might just get them to take you around which can be fun. If you have not been to the Getty I would recomend it if you like art. Musso and Franks is fun.

hmmm... okay...so, maybe I can avoid car action, and just have friends pick me up if I stay in hollywood?
The Beverly Laurel looks cute as hell though.

If you realy deside you need a car it is pretty easy to rent one there are rental places around town and drop off at the airport. If you do rent a car get the cheap upgrade to a convertable. So if you change your mind and wanted a car you can do that pretty easly, maybe only rent it for part of the trip.

seeing as how I'm still a "new" driver (only a year +) i can almost guarantee a convertible will result in a car accident.
