Hello. Here's my professional opinion. Really. I'm a writer and editor. For money, not fun.

"Located" and "Illinois" are unnecessary. That's why you're getting hung up on adding an "and."

"In Chicago" implies "located in Chicago" and "Chicago" implies "Illinois. There is no other Chicago, and nobody outside of the US knows what the hell Illinois is, anyhow.

Electrical Audio is a two-studio complex in Chicago, owned by Steve Albini.

may reasonably be read as
Electrical Audio is a two-studio complex located in Chicago, Illinois, which is owned by Steve Albini.
